That's a European 220v electrical outlet, with what looks like a human-cyborg adapter. Being European though, I doubt there's warning labels telling you not to use in water, as there would be here.

Took me a while, but I found the answer. It was another of those 'art projects' that seem to be popping up lately where someone tries to market a piece of art like a consumer product.
